Credit card or prepaid card — CAPITAL ONE FINANCIAL CORPORATION (NE)

Sent card you never applied for. I filed a previous complaint because my identity was stolen and used to try and obtain a tax refund and a new card. I used to have a card with Capital One and did not renew it when it expired. I question how Capital One recently reviewed my credit information when my credit file is locked and there is a fraud alert on it. 1 ) Did someone apply for credit in my name? 2 ) I do not want a credit card from Capital One and I want my name taken off its mailing list.
